The ceremony held on 22 November 2013 in Sarajevo marked the completion of the first phase of the Programme of Strengthening of Public Institutions in BiH. This event was attended by representatives of GIZ, the Public Administration Reform Coordinator’s Office, eight involved partner institutions, the Embassy of the Federal Republic of Germany in BiH, the Swedish International Development Cooperation Agency, Sida and guests from other organisations.

Addressing the audience, Dr Brigitte Heuel-Rolf, GIZ Regional Director for Western Balkans, stressed the significance of the programme for German development cooperation, emphasizing:

„Germany has always been very committed to the development of BiH as a prosperous society with strong and effective institutions that serve the community. Such institutions are not only essential for economic, political and social development of the country but also crucial for successful EU accession process. „

Public Administration Reform Coordinator in BiH, Semiha Borovac, stated that this programme is based on the concept of cooperation and the synergy between public institutions and it is fully in line with the objectives of the public administration reform.

„Strengthening the capacity of beneficiary institutions in the further implementation will be an important support to the modernisation of work, which is of paramount importance in the process of accession of our country to the European Union. Through this programme the Public Administration Reform Coordinator’s Office managed to improve its capacities in the areas of strategic planning, financial management of the PAR Fund, M&E and communication, „ said Borovac and added that in the next phase of the programme will continue to work on these but other areas of development, such as quality management in public administration.

On this occasion, Programme manager, Reinhard Lüke spoke about the high-level of accomplished cooperation among the involved institutions and about the course of the programme over the past three and a half years.  Mr Lüke emphasized some of the programme results achieved until now, among other things, the development of e-learning modules for the Directorate for European Integration and the establishment of an online registry of contracting authorities and bidders in the Public Procurement Agency.
