Strategic Framework for Public Administration Reform for the Period 2018 – 2022 Agreed Upon
The representatives of the Joint Working Group for Development of the Strategic Framework for Public Administration Reform for the period 2018 – 2022, at the meeting held in Teslić on 29 March 2018, consolidated the sixth revised Draft Strategic Framework. This document is going to be submitted to the Council of Ministers BiH, the Government of the Republika Srpska, the Government of the Federation BiH and the Government of the Brčko District for their consideration.
Public Administration Reform Coordinator Mr Dragan Ćuzulan expressed his satisfaction with the agreement of the representatives of the Joint Working Group and concluded that by adopting this document another requirement from the revised Action Plan for implementation of the Reform Agendashall be fulfilled when it comes to the adoption of an innovative strategy of public administration reform based on key principles of public administration.
The Reform Agenda for Bosnia and Herzegovina for the period 2015 – 2018 emphasised the public administration reform as one of the key priorities for ensuring fiscal sustainability and quality service for citizens as well as the need to implement it closely connected with reforms in the socio-economic system and the rule of law.
Public administration, within this Strategic Framework, covers administrative systems defined as such by the regulations of the institutions of BiH, the Federation BiH, the Republika Srpska and the Brčko District BiH.
This document provides a coherent framework and sets out the objectives of the Council of Ministers of Bosnia and Herzegovina, governments of the entities and the Government of the Brčko District BiH in the field of public administration reform. Key areas of action are: strengthening public administration capacities through the implementation of the European Administrative Space principles, establishing user-oriented and transparent public administration, building professional and depoliticised civil service based on the principles of the merit system and establishing rational, coherent, efficient, effective and responsible organisational structure of public administration, at all levels of administrative authority.
The Strategic Framework and action plans which shall be developed in the following period focus on objectives and measures that will be implemented at these four levels of administration.

Representatives of the EU Delegation to BiH assessed the Strategic Framework as a quality document.
