Representatives of PARCO Attended the CAF Working Meeting in Tallinn

Kenan Avdagić nad Staša Sihrovski, representatives of the Public Administration Reform Coordinator's Office and CAF correspondents are in a study visit to Tallinn, where the CAF working group meeting takes place.

The topics of the meeting are topical for BiH: the procedure for external evaluation of the institution's maturity, the drafting of new CAF implementation guidelines, and CAF and challenges of the public sector in Estonia.


Bearing in mind the results so far, showing the high motivation of skilled CAF trainers to provide mentoring support to other institutions in implementation of quality management through CAF, and an increasing number of institutions that meet the set goals with the help of this model, respect the legal obligations and SIGMA principles on public administration reform, BiH representatives from the Public Administration Reform Coordinator's Office have been invited to provide professional input at the CAF working meeting in Tallinn.



As a reminder, the Council of Ministers of Bosnia and Herzegovina gave a green light to the Public Administration Reform Coordinator's Office, the Civil Service Agency of BiH and the Institute for Standardization of BiH to implement individually, as well as through cooperation with the GIZ Program for Strengthening Public Institutions in BiH, the 2016-2018 Operational Plan on Quality Management in institutions in BiH.


CAF (Common Assessment Framework) is a quality management model, developed by public administration for public administration. The European concept of continuous improvement of the public sector aims to effectively and efficiently structure the obligations and activities of public administration institutions so that institutional users, as well as citizens as final beneficiaries, have confidence in public administration and the benefit from its work.

With the help of the principles of quality management, which, among other things, refer to the role and responsibility of the management, and involvement of all employees and motivation of employees for continuous improvement, the institutions develop self-assessment plans for improvement, providing analysis of expectations of all users.
