Ured koordinira, usmjerava i nadzire reformu javne uprave, kako bi njena unapređena organizaciona struktura uz primjenu najboljih evropskih praksi bila sposobna da provede cjelokupan proces EU integracija BiH i da postane dio Evropskog administrativnog prostora.

Jačanje Ureda kroz razvoj kapaciteta za koordinaciju i monitoring reforme, unapređenje kapaciteta za strateško planiranje i upravljanje projektima neke su najvažnih potreba koje su identificirane i koje su u fokusu saradnje u okviru Programa jačanja javnih institucija u BiH. Bolja koordinacija reforme treba da uplodi boljim stepenom implementacije reformskih mjera što u konačnici predstavlja bolje, brže i moderne usluge javne uprave za građanstvo i poslovne subjekte. Program ulaže značajne napore u kreiranju sinergija među svojim partnerskim institucijama s ciljem implementacije standarda zacrtanih u Strategiji reforme javne uprave i njenim akcionim planovima.

Program, nadalje, podržava aktivnosti usmjerene ka boljem komuniciranju Ureda sa različitim javnostima, među kojima su i nevladine organizacije i mediji. Proaktivnom ulogom u komuniciranju Ured se želi pozicionirati u javnosti kao otvoren prema široj zajednici ali i kreirati veću podršku i razumijevanje za proces reforme.

Gender Mainstreaming

Programme for Strengthening of Public Institutions places a lot of effort to ensure gender equality and to mainstream gender issues in activity planning, discussions with partners, needs assessments and monitoring and evaluation.

Gender analysis -which includes concrete recommendations on ways and methods to mainstream gender in our cooperation with the partner institutions – has been carried out in 2011.
Agency for Gender Equality of Bosnia and Herzegovina has been included in development of the gender analysis and is considered an important stakeholder in efforts to mainstream gender equality in our cooperation with beneficiaries.

Some of the recommendations for gender mainstreaming that the Programme takes into account in planning and implementation of activities are:

  • In communication and public relations: empower the partner institutions to use gender-sensitised language and create short gender checklists to ensure press releases and official presentations are promoting and representing gender equality and equity.
  • In capacity building: include short slots on gender equality and mainstreaming relevant to the main topic in trainings; during study visits integrate short visits to examples of good gender mainstreaming in relevant field of work of public institutions; strengthen human resources management in collecting and using gender-segregated employees data.
  • Facilitate the setting up of regular meetings between partner institutions and the Agency for Gender Equality of BiH as means of fostering cooperation and providing space for information exchange.
  • In monitoring and evaluation: facilitate development of gender related indicators of progress.
  • In IT: promote gender-friendly website environment by analysing existing web content from a gender perspective and proposing adequate changes; ensure that the databases are able to create gender-disaggregated reports that crosscut with all other database variables.
  • In quality management: assist partner institutions in identifying the quality management areas that address the gender considerations (ISO standards or ISO 26000); formalising Gender Considerations and defining quality procedures for gender considerations.

 

Sustainability

Since the Brundtland Comission (1987) and UN-Conference on Environment and Development in Rio 1992 sustainability is one of the key indicators of development and international politics. Sustainable development means that the needs of todays generation should be adopted without diminishing the opportunities of the following generations. While the overall goal of sustainability is clear, adjusted solutions need to be found for each case in order to adapt to the partner country's needs. This also applies for the case of Bosnia and Herzegovina.

The Dayton Agreement of 1995 ended the war in Bosnia and Herzegovina but established at the same time a complex and dysfunctional structure of public institutions. As a result Bosnia and Herzegovina's state level institutions lack both in accountability and transparency. It is difficult to implement needed reforms and thus, the current situation hinders the formation of a sustainable and inclusive democracy.

Effective and transparent state level institutions play a key role not only for the working basis as such, but also for the legitimacy of the state as a whole. The Project Strengthening of Public Institutions in Bosnia and Herzegovina is working with selected national institutions in order to support them in their work. Furthermore, it aims at strengthening the links between the institutions and fosters their cooperation. The overall goal of the programm is to enhance institutions’ capacities in order to secure the development of sustainable and inclusive state institutions. Thereby it focusses on the structural level as well as on training, strategic planning and the improvement of human capacity to secure the longtime service delivery of the institutions. Through their diverse and compatible instruments, the programme supports its partners in developing sustainable structures.
